Section 508 is an amendment to the Rehabilitation Act of 1973 requiring federal agencies — and organizations receiving federal funding — to ensure their electronic and information technology is accessible to individuals with disabilities. It covers websites, documents, software, video content, and other digital information.

WCAG (Web Content Accessibility Guidelines) is the technical standard for web accessibility published by the W3C. The Section 508 Refresh (effective January 2018) incorporated WCAG 2.0 Level AA as its technical baseline. WCAG 2.1 AA is the current best practice and is referenced in recent DOJ enforcement guidance and the 2024 ADA Title II rule.

Section 508 applies to federal agencies and to contractors, grantees, and other organizations that develop, procure, maintain, or use electronic and information technology with federal funds. State and local governments are subject to ADA Title II. Higher education institutions are covered under Section 504 and the ADA. Healthcare organizations face obligations under the ADA and Section 1557.
